Soul of the Incessant

Permanently imbue your shoulders with the Soul of the Incessant: When your target Parries an attack, you instantly Retaliate for 200% weapon damage to that target. Retaliate cannot be Dodged, Blocked, or Parried, but can only occur once every 30 sec per target.
