Zephras Citizen

Be wary of anyone you meet with grey robes and a shaved head. The Al'Aketh they call themselves, and they are a menace.

I even heard that they've been doing things to the anchor pylons around the island.

If the Windshapers are to be believed, those pylons are the only thing keeping Zephras afloat here in the elemental plane. It would be madness to tamper with them!
